Focus on Energy is a statewide energy conservation and renewable energy program which is funded by a charge on the electric bill of all Wisconsin consumers. Like all other electric utilities, OEC is mandated by law to collect the fee which appears as a line item on your electric bill called WI Non-Taxable Program.
